In Shift, White House Offers Platform for Housing Reform

The White House called on Congress to rethink its approach to rebuilding the hobbled mortgage market and offered, for the first time, a set of principles for housing reform.

Affordability and access to credit, especially for middle-income Americans and minorities, must provide the foundation of any new system, the White House said. Revamping the arcane infrastructure of the global mortgage market, which has challenged policymakers since the 2008 housing collapse, should take a backseat.

Canada Expresses Willingness to Finish Softwood Lumber Deal

Top Canadian officials say they are eager to forge a new softwood lumber trade deal with the United States.

Chrystia Freeland, minister of international trade, and David MacNaughton, Canada's ambassador to the United States, sent a letter on Wednesday to President Obama and a bipartisan group of about two dozen senators countering arguments that they are reluctant to complete an agreement.

Pending Home Sales Up in September

Pending home sales shifted higher in September following August's notable dip and are now at their fifth highest level over the past year, according to the National Association of Realtors. Increases in the South and West outgained declines in the Northeast and Midwest.

The Pending Home Sales Index, a forward-looking indicator based on contract signings, grew 1.5% to 110.0 in September from a slight downward revision of 108.4 in August. With last month's gain, the index is now 2.4% higher than last September (107.4) and has now risen year-over-year for 22 of the last 25 months.
